The Income Declaration Scheme, 2016 (the Scheme) provides an opportunity to persons who have not paid full taxes in the past to come forward and declare their undisclosed income and assets.
The Scheme has come into effect from 1.6.2016 and is open for declarations up to 30.9.2016. The Income Declaration Scheme, 2016 Rules (the Rules) have been notified on 19.5.2016. The amount payable under the Scheme can be paid in instalments viz. 25% of the total amount payable by 30.11.2016; another 25% by 31.3.2017 and balance 50% by 30.9.2017.

In order to address concerns of the stakeholders and to clarify the queries relating to the provisions of the Scheme, the Rules have been amended from time to time and six set of circulars (FAQs) have been issued. The following major issues addressed through Rules and FAQs are as under: 
• The information in respect of a valid declaration is confidential and shall neither be shared with any law enforcement agency nor shall be enquired into by the Income-tax Department.

• The assets declared under the Scheme are to be valued at cost of acquisition or at fair market price as on 1.6.2016 as determined by the registered valuer, whichever is higher. However, an option for valuation of registered immovable property on the basis of stamp duty value of acquisition adjusted with the Cost Inflation Index has also been provided.

• Credit for unclaimed TDS made on declared income shall be allowed.

• Neither any capital gains tax nor any TDS shall be levied on transfer of declared benami property from benamidar to the declarant without consideration.

• The amount of fictitious liabilities recorded in audited balance sheet and not linked to acquisition of an asset can be disclosed under the Scheme as such.

• The period of holding of declared registered immovable assets shall be taken on the basis of the actual date of registration.

• The valuation report obtained by the declarant from a registered valuer shall not be questioned by the department. However, valuer’s accountability will remain.

• No adverse action shall be taken by FIU or the income-tax department solely on the basis of the information regarding cash deposit made consequent to the declaration under the Scheme.

• No enquiry/investigation shall be made in respect of the undisclosed income and assets declared under the Scheme even if the evidence of same is found subsequently during course of search or survey proceedings (circular No.32 dated 01.09.2016).

Further, vide Circular No. 31 dated 30.8.2016 an option has been provided to the declarants to file the declaration under the Scheme electronically under digital signature with the Commissioner of Income-tax, Centralised Processing Centre, Bengaluru [CIT(CPC)]. In case the declarant exercises the said option the declaration shall not be shared with the jurisdictional Principal Commissioner/Commissioner under the Income-tax Act.

In view of the fact that all the major queries and concerns of stakeholders have already been addressed by issue of circulars (FAQs) and also to provide stability and certainty to the Scheme, it is envisaged that no further clarifications on the Scheme shall be issued.

It is reiterated that the Scheme closes on 30.09.2016. The extension of the scheme is out of question.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service. 

The cadre review will enable the Department of Posts to meet the functional requirements and strengthening the cadre structure both in the headquarters and in the field on the basis of functional requirement, which will provide more avenues to earn review and respond effectively to the customer needs, reduce the existing stagnation and improve the career prospects of Indian Postal Service officers.

The proposal will be implemented through measures that include creation of a post of DG(Postal Operations) in the Apex scale, creation of post of Additional DG(Coordination) in the HAG+ scale, one post in HAG level, 5 posts in SAG level and 4 posts at the JAG level, and also increase of 84 posts at JTS level by down-grading from STS and overall decreasing STS posts by 96 for adjustment of new posts proposed to be created, without any overall change in the total number of posts in the cadre. 

For undertaking the above exercise, necessary consultations on the CRC recommendations with Ministry of Finance and the Ministry of Personnel, Public Grievances & Pensions have been duly completed. The Department of Expenditure have conveyed their ‘no objection’ to the proposal.

The Union Public Service Commission will hold the Civil Services (Preliminary) Examination, 2016 on August 07, 2016. This Preliminary Examination will be common for the candidates applying for Civil Services Examination and Indian Forest Service Examination, and will act as a screening mechanism for selection of candidates for the Civil Services (Main) Examination and Indian Forest Service (Main) Examination. 
The examination will be held at 72 centers across the country, in accordance with the rules of Civil Services Examination notified in the Official Gazette on  April 27, 2016 by the Department of Personnel & Training, Government of India and the Rules of Indian Forest Service Examination notified by the Ministry of Environment and Forest in the Official Gazette on  April 27, 2016.
Candidates are required to apply through online mode on the Commission's Website www.upsconline.nic.inNo other mode is allowed for submission of application. 
The commencement of filling online applications shall start from April 27, 2016 and conclude on  May 27, 2016 [till 11.59 PM].
For details regarding the Syllabus and Scheme of the Examination, Centers of Examination, Guidelines for filling up application form etc. aspirants must visit the Commission's Website www.upsc.gov.in or www.upsconline.nic.in 
and
 refer to the Notices of the above mentioned two examinations.

While submitting the online applications for the Civil Service (Preliminary) Examination, the candidates will have the option to choose either the Civil Services or the Indian Forest Service or bothTherefore, before exercising their options, applicants may carefully read and understand the eligibility and other criteria contained in the detailed notices of both the Civil Services [Examination] 2016 and Indian Forest Service Examination 2016 which are available on the aforementioned Website of the Commission.

The Central Government has decided to dispense with the interview for all Group 'C' and non-gazetted Group 'B' category in Central Government by 31.12.2015. If a Department considers interview absolutely necessary for any specific posts, then clearance of Department of Personnel & Training is necessary.

Further, the State Governments have also been requested on 4th September 2015 and 29th September, 2015 to undertake similar exercise in respective States in consultation with State Public Service Commissions or other agencies involved in the recruitment for junior level posts
